Administering Medication to Students


According to Wisconsin Statue 118.29, students requiring medication at school shall be identified by parent/guardian to the District Administrator or designee. School Personnel authorized by the District Administrator or designee may administer medications to students under appropriate procedures developed and supervised by the school nurse.

Such procedures shall include the following:

PRESCRIPTION MEDICATION
1) Prescription medication will be administered with written orders and instructions from the student’s physician detailing the name of the drug, dosage, route, times to be administered, precautions, untoward reactions and when the medication is to be discontinued. School personnel will administer no medication unless and until a medication consent form is completed and signed by the physician. It is the responsibility of the student’s parent/guardian to see that the physician signs the consent forms. Any change in dosage, time to be administered or discontinuation of administration must be in writing from the physician. All consent forms must be renewed annually or anytime a medication is changed. Consent forms are available for parents/guardians in all of the school health rooms.
2) Prescription medication will be administered with the expressed written consent by the student’s parent/guardian to carry out the physician’s orders and instructions.
3) Prescription medications sent to school must be in a pharmacy-labeled
container with the student’s name, physician’s name, name of the drug, dose the student should take, frequency and time of administration, route, directions, and date of expiration.

NON-PRESCRIPTION MEDICATION
1) Non- prescription medication (over the counter) shall be administered when a medication consent form is completed and signed by the student’s parent/guardian
detailing the name of the drug, dosage, times of administration and when medication
is to be discontinued. All consent forms must by renewed annually or anytime a medication is changed.
2) Non-prescription medications must be sent in the original labeled container with the
student’s name written on it. Expiration dates will be checked.

NATURAL PRODUCTS
1) For safety and protection of students, natural products will not be given in the school unless approved by the FDA and the following criteria are met:
a) a properly labeled container is provided
b) use for children/young adults is indicated
c) appropriate dosing for children/young adults is clearly stated
d) possible side effects are listed
e) parent/guardian signature is provided
f) students health care provider will be notified by the school nurse to verify safe use of natural products with currently prescribed or over the counter medication the student is taking
g) in accordance with standards of nursing practice, the school nurse may refuse
to administer or allow to be administered any medication which based on his/her assessment and professional judgement has the potential to be harmful, dangerous and inappropriate. In this case the parent/guardian and licensed
prescriber shall be notified by the school nurse and the reason for refusal explained.

METERED DOSE/DRY POWDERED INHALERS
1) Wisconsin Act 77 allows asthmatic students to carry and self administer a metered dose inhaler or dry powder inhaler at school and school sponsored activities if the following are met:
a) The student uses the inhaler before exercise to prevent the onset of asthmatic
symptoms or uses the inhaler to alleviate asthmatic symptoms
b) The student has the written instructions and approval of his/her physician on
file at school, and written approval of his/her parent/guardian.

STORAGE AND DISPOSAL OF MEDICATION AT SCHOOL
1) Students may not carry their personal medication at school (except inhalers and Epi-Pens). Medication will be kept in a locked cabinet and administered in the health room. Medications requiring refrigeration shall be stored in a refrigerator in a secure, locked room. Only limited quantities of medication should be sent to school. Access to stored medication shall be limited to persons authorized to administer medication. Parents are encouraged to transport their son/daughter’s medication to school. No medication will be sent home with a student once it is brought to the health room. All medication not picked up by a parent or guardian one week after discontinuation or one week after the last day of school will be disposed of by the school nurse and a witness.

RECORD KEEPING
1) An accurate and confidential record shall be maintained for each student receiving
medication. The record should include student’s name, name of the drug, dose the student should take, frequency and time of administration, date, date of starting drug and date drug should be discontinued, initials of person administering the drug, and count of remaining medication left. A list of students needing medication during school hours will be kept in each school health room. At the end of the school year the record should be placed in the student’s physical health records.

ADMINISTERING MEDICATION BY MEANS OTHER THAN INGESTION
1) No employee, other than a health care professional, may be required to
administer any medication by means other than ingestion.,
2) Emergency injectable medication (such as an EpiPen) may be administered under the
delegation or direction of the nurse.
a) An employee must be willing to assume responsibility
b) The nurse will train persons administering emergency injections
c) The nurse will conduct routine inservices, including proficiency tests, with
persons administering emergency injections.
d) Procedure for prescription medication must be followed
e) Responsible students will be allowed to carry and self-administer epinephrine.
However, due to the potential severity of an allergic reaction, the district requests that students who carry and self-administer epinephrine have written parental and physician medication consent forms on file at school.
3) Nebulizer treatments (Administering Medication Via Aerosol Mist)
a) Aerosol medication will be administered under the supervision of the nurse in
accordance with written physician’s orders , parental consent, and manufacturer’s instructions for specific equipment used.
b) Parents/guardians will provide the prescribed medications and all individual
items necessary to administer medication
c) Staff personnel assigned to assist the student with the administration of the
aerosol medication will be under the general supervision of the nurse and will be available for the direct supervision of the student during the procedure, including set-up and clean-up
d) Staff personnel must be willing to assume this responsibility.
e) The nurse will determine the competency of the individual assigned to administer the medication and will provide the necessary instruction, supervision and evaluation.
A copy of this policy shall be provided to the parents of students receiving medication
from school personnel
The school may terminate the medication service if the above procedures are not
followed. Notice will be given along with the reason for discontinuing.
